Tamil Nadu has launched the Single Window Portal 2.0, which offers more than 100 services from 24 departments in a digitized manner for existing and new investors. The upgraded system will have features such as parallel processing of clearances, virtual meetings with departments, artificial intelligence-based chatbot facility, and deemed approval for select clearances. The following services are provided through the Single Window Portal and Supported legislatively by the Tamil Nadu Business Facilitation Act, 2018 and Tamilnadu Business Facilitation Rules, 2017.
Clearances required during Pre-establishment Stage
- Planning permission from DTCP/ CMDA, as applicable (refer page 19-34)
- Building permit from local body(Village Panchayat/ Municipality/ Municipal Corporation)
- Factory Plan Approval under the Factories Act, 1948 from Directorate of Industrial Safety and Health (DISH)
- No Objection Certificate for Multi Storied Building (MSB)/ Non-MSB from the Fire & Rescue Services Department
- Statutory approval for drawings from the Tamil Nadu Electrical Inspectorate
- Low Tension Electricity connection from Tamil Nadu Generation and Distribution Corporation
- Consent to Establish under the Water (Prevention and Control of Pollution) Act, 1974 from Tamil Nadu Pollution Control Board
- Consent to Establish under the Air (Prevention and Control of Pollution) Act, 1981 from Tamil Nadu Pollution Control Board
- Registration of establishments deploying building and other construction workers under The Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 with Directorate of Industrial Safety and Health
- Permission for Change of land use for industrial purpose in unplanned areas from DTCP
- No Objection Certificate from Directorate of Public Health and Preventive Medicine
- Industrial Building License from Rural Development and Panchayat Raj Department
- Water Connection from Chennai Metro Water Supply and Sewerage Board

- Safety certificate from Tamil Nadu Electrical Inspectorate
- Factory Registration and Licensing under The Factories Act, 1948
- Completion Certificate from Fire and Rescue Services Department for MSB
- Fire and Rescue services License from the Fire & Rescue Services Department
- Consent to Operate under the Water (Prevention and Control of Pollution) Act, 1974from Tamil Nadu Pollution Control Board
- Consent to Operate under the Air (Prevention and Control of Pollution) Act, 1981from Tamil Nadu Pollution Control Board
- Authorization under the Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016from Tamil Nadu Pollution Control Board
- Boiler registration: Certificate for use of Boiler under The Boilers Act, 1923 – Directorate of Boilers
- Registration of establishments deploying contractual workmen under provision of The Contracts Labour (Regulation and Abolition) Act, 1970 with Directorate of Industrial Safety and Health
- Registration of establishments deploying inter-State migrant workmen under the Inter State Migrant Workmen (RE&CS) Act,1979 with Directorate of Industrial Safety and Health
- License for manufacturer/ repairer/ dealer of weights and measures under Legal Metrology Act, 2009 from Labour Department
